Terms and Conditions

RISS is pleased to offer quotations for turn key transportation and shipment services to its customers subject to a final contract and to the quotation terms and conditions noted below. Customers will sign a separate agreement with RISS addressing their specific transportation services, pricing structure, and terms and conditions prior to shipment.

Unless otherwise noted all quotes basis information provided and/or requested by the customer:

Ocean freight quotations are:
• Valid only for 20DV, 40DV/HC.
• Valid for 30 days from original quotation date
• Subject to equipment availability,
• Carrier Terms and Conditions Apply
• Subject to any and all tariff additions valid at time of actual shipment.
• Loading, lashing, securing, blocking and bracing of cargo is for shipper’s account.
• Carrier reserves the right to stow cargo in the best interest of the Vessel and in compliance with local, national and international rules, regulations and conventions.
• On deck shipments at shipper’s risk.
• Dangerous cargo, as defined by 49 CFR or the IMDG Code, is subject to the line’s approval at time of booking.
Towage quotations are:
• Reserve the right to quote specific rates basis customer requirements and services
• Rates issued for towage from origin to final destination only, as outlined in quotation
• Rates exclude but not limited to fleeting, shifting, port charges, pilotage, etc. to be additionally billed to responsible party
• Any/All taxes, fees, and charges shall be responsibility of customer in regards to any sales and use tax due for hire of vessel towage, its cargo, customs charges, tariff fees, import/export fees, any additional expenses ,charges or fee associated with work scope
• No deduction shall be made from towage rate from damaged, loss, or voyage interruptions to schedule/movements.
• Rights reserved under any circumstance to deem stoppage in services should the Master deem vessel unseaworthy or unfit for use for any reason that would subject risk or hazard to vessel ,crew, or environment.
• Vessel shall be inspected prior to hire for proper compliance pertaining to vessel/s crew, documentation and applicable laws
• Customer shall have present onboard vessel any and all documentation pertaining but not limited to shipping papers, cargo documents, identity signs and information cards as required regulations state.
Barging quotations are:
• Reserve the right to quote specific rates basis customer requirements and services
• Rates intended for barge quotation only and do not extend to towage
• Rate adjustments may be required when cargo/materials loaded/stowed present visibility restrictions, at or above 8ft from main deck of barge, and overhangs extending beyond outside barge hull/perimeter
• Quotation basis only transport agreed between point of origin and point of delivery, separate charges for all other additional requirements- (including but not limited to assit tugs, port charges, pilotage ,pumping, repair, demurrage, diversion and delays)
• Special Cargo transport (including Hazardous cargo) are subject to separate rates quotations pending customer requirements-acceptance/agreement for transport for special cargo must be clarified in writing as carrier determines right to refuse any/all types of cargoes.
• Any/All barge taxes, fees, and charges shall be responsibility of customer in regards to barge, cargo, Customs, tariffs and port expenses.
• Customer responsible for any Cargo/Customs clearance procedures, requirements, inspections, etc. pertaining to cargo and/or transport clearance required by Homeland Security/Customs and Border Protection, US Coast Guard and any other federal, state and local agencies deemed required.
• Customer responsible for submission of accurate and proper documentation, manifest, import, export to required entities.
• Any and all fines, penalties and or cost incurred as a result of alleged or actual non-compliance shall be solely to the customer account.
• Free time and Standby charges to be applied as specifically stated basis quotation and customer requirements and rate given for such need to be described in quotation.
• Towage vessels shall be tight, strong, seaworthy and reasonably fit for voyage and load carrying requirements for work scope necessities- fleeting, shifting, tow making, lock maneuvering, weather, etc.
• Towage vessel must be properly documented ,licensed for required trade, cargo, and use along with proper documented crew in accordance to Safe Manning Guidelines.
• All cargo related claims due to cargo shortfall, condition, improper loading, lashing, securing, description , and damages shall be sole responsibility of customer-shipper-or receiver of goods and shall not be pending carrier, vessel or crew.
• Customer responsible for safe berthing and indemnify carrier against liability, loss or claim.
• Customer to undertake P&I and Hull Insurance as required.
Inland freight quotations are:
• subject to third party increases valid at time of actual shipment,
• subject to any fuel surcharges valid at time of actual shipment,
• subject to any GRI
• subject to weight limitations and weight distribution requirements in accordance with the local and national rules and regulations of the country(ies) of transit,
• subject to availability of inland carrier at time of booking.
• Loading, lashing, securing, blocking and bracing of cargo is for shipper’s account.
• Carrier reserves the right to stow cargo in the best interest of the Vessel and in compliance with local, national and international rules, regulations and conventions.
• On deck shipments at shipper’s risk.
• Dangerous cargo, as defined by 49 CFR or the IMDG Code, is subject to the line’s approval at time of booking.
Trucking Quotations are:
• Price is basis one man per truck, door to door delivery, and includes fuel surcharge.
• Confirmed price also includes permits, escorts, and any accessorial charges required to the extent that such charges can be determined based on customer’s request.
• If palletized trucking subsequently determines that additional permits, escorts or other charges are required that are not included in this quotation the quotation price will be adjusted accordingly.
• If, upon commencement of the load, additional charges are incurred for any reason whatsoever, customer shall be responsible without recourse for the payment of such additional charges at the rate of cost plus 15%.
• Free time loading and unloading shall be allowed as shown in the detail items listed on quotation.
• Upon expiration of the free time, additional time will be billed at the rate provided.
• Any additional services which may be requested by the customer will be provided at additional cost.
• Customer will be responsible for any change in weight, size, or locations may result in additional charges.
Stevedore Quotations are:
• Quotations valid for 30 days
• Rates include all supervision, labor, equipment, clerking/tallying, insurance, taxes and straight timework as noted on quotation, Monday thru Friday, excluding Saturday, Sunday, meal periods and holidays.
• All cargo must be clearly marked and/or tagged with accurate bill of lading numbers, sizes, descriptions, color marks and were applicable, heat numbers.
• Riss Cargo will not be responsible for the consequences, including loss, damage, cost etc. resulting from the absence of such clear and readily identifiable marks and/or tags.
• Lifting hooks / wires must be accessible for placing stevedore’s hooks for lifting safely and efficiently.
• Rate excludes all port services/expenses, wharfage/dockage, GRT fees, extra labor charges, detentions beyond control of the stevedore, removing dunnage from vessel holds, or overtime differential.
• GRT dockage filed with the Port/s, will be invoiced the terminal use fees / GRT fees described above to all barge cargo.
• LOA dockage, cargo discharged to the dock will be invoiced the wharfage / security fees described above.
• Cargo must be stowed in full load lots by bills of lading.
• Barges are required to be clean of any debris and dry free of any standing water in the hopper in order to load the barge safely.
• Standby charges for barge delays (placement alongside the vessel / and or our derricks) will be invoiced per gang hour.
• When roll top barges are provided, barge covers are required to roll freely and safely when opening and closing.
• Any lost time associated with faulty covers will be invoiced for these delays per gang hour
• Third Party invoices will be billed at Cost + 15%.
